FY2021 CDBG
for the
CITY OF HOGANSVILLE, GEORGIA
Sealed proposals will be received by the City of Hogansville, Georgia at the Hogansville City Hall, 111 High Street, Hogansville, Georgia 30230 until 2:00 p.m. local time, Thursday, July 14, 2022, at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.
All Bidders must have a State of Georgia Utility Contractor License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work.
The work to be done consists of furnishing all materials,
equipment and labor for the construction of:
Approximately 15,000 linear feet of new 8-inch and 6-inch water main, complete with valves, fire hydrants, service connections and other appurtenances.
Time allotted for construction is 315 consecutive calendar
days for substantial completion and 345 days for final completion.
Proposals for the complete work in one general contract shall
be made on the proposal form provided and shall contain prices in words and
figures for the work bid on.
This is a Section 3 Covered Project under the HUD Act of 1968 and
Section 3 Residents and Business Concerns are encouraged to apply. The City of Hogansville is committed to providing all persons with
equal access to its services, programs, activities, education, and employment
regardless of race, color, national origin, religion, sex, familial status,
disability or age.
All proposals shall be accompanied by a Bid Bond drawn in favor
of the City of Hogansville, Georgia, in the amount of at least 10% of the lump
sum bid for the complete work; such Bid Bond representing that the Bidder, if
awarded the contract, will promptly enter into a contract and furnish
Performance Bond and Payment Bond as provided by law and approved by the
Attorney for the City of Hogansville, Georgia.
Each bond shall be equal to 100% of the contract amount. The Bid Bond shall be forfeited to the City
of Hogansville, Georgia as liquidated damages if the Bidder fails to execute
the contract and provide Performance and Payment Bonds within 10 days after
being notified that he has been awarded the contract.
Drawings and Specifications are open to public inspection
at the office of the City of Hogansville, Georgia and at the offices of Turnipseed
Engineers in Augusta and Atlanta, Georgia.
Copies of the plans and
specifications may be obtained from Turnipseed Engineers, 2255 Cumberland
Parkway, Building 400, Atlanta, Georgia 30339, upon receipt of $300. Additional reduced drawings are available for
$150.
Digital copies of
the documents are not available.
Upon receipt of all documents in undamaged condition
within 30 days after the date of opening of bids, half of the deposit will be
refunded.
The difference between the deposit and the amount refunded
represents the cost of reproduction. No
refund will be made for documents received after 30 days or in damaged
condition.
The Owner reserves the right
to reject any or all bids and to waive informalities.

The City of Hogansville (Owner) is seeking a Request for Proposal (RFP) from qualified firms interested in providing Construction Management “at Risk” services as the Construction Management “at Risk” firm (CM/GC) for a project known as Royal Theater Rehabilitation located at 400 E Main St, Hogansville, GA 30230 (Project). This Project is estimated at $4,500,000. This Request for Proposal, for this solicitation, is asking the marketplace for its best effort in seeking a “best value” solution to our requirements for the above-mentioned services.
The City of
Hogansville intends to engage the CM/GC firm, contingent upon project funding,
for the Pre-Construction and Construction Phases of the project in order to meet an aggressive construction schedule and to construct
the project within a fixed budget.
Sealed Proposals

Director, at the City of Hogansville located at 111 High St, Hogansville, GA
30230 until 2:00PM, Tuesday, July 5, 2022.
A Mandatory Pre-RFP
Meeting will be held on
Thursday, June 16, 2022, at 10:00 a.m. onsite in the former city
council chambers located at
400 E Main St, Hogansville, GA 30230.
Restriction of Communication: From the
issue date of this
RFP solicitation until a successful proposer is selected and the selection is announced, proposers are not
allowed to discuss details, status, award or have any other conversations or
communications relative to this RFP with any members of the City of Hogansville
employees, the Hogansville City Council, the End-Users of the proposed facility
or the Project Architect, except for submission of questions as instructed in this RFP, or during
the proposer’s conference (if applicable), or as provide
by any existing work agreement(s). For violation of this
provision the Owner reserves the right to reject the proposal of the offending
proposer.
The responses
to this Request for Proposal (RFP) will be evaluated for award. Each Proposal
will be considered by the Owner, taking into consideration specific evaluation
factors, listed in their order of relative importance, as set forth in the
Request for Proposals. The City of
Hogansville reserves the right
to reject any or all Proposals, including
without limitation, the right
to reject any Proposal that the Owner believes would not be in the best
interest of the Project.

The complete response to this RFP must be received by
2:00 pm on Tuesday, July 5, 2022, at the City of Hogansville City Hall. The Owner reserves
the right to reject any and all Request for Proposal responses
and to waive technicalities and informalities.
No proposal
may be withdrawn for a period of sixty days after time has been called on the
date of opening except in accordance with the provisions of Georgia Law. Both a performance bond and a payment bond will be required, each in an amount equal to 100 percent of the GMP
prior to execution of contract.

days for substantial completion and 365 days for final completion. Proposals for the complete work in one general contract shall
be made on the proposal form provided and shall contain prices in words and
figures for the work bid on.
The project is
proposed to be funded with a State Revolving Fund loan and grant. All SRF and American Iron and Steel Special
Conditions requirements apply.
All proposals shall be accompanied by a Bid Bond drawn in
favor of the City of Hogansville, Georgia, in the amount of at least 10% of the
lump sum bid for the complete work; such Bid Bond representing that the Bidder,
